  • Served as a Legal Advisor at the Ministry of Justice and Legal Affairs from 13/10/2001 to 2/5/2021, specializing in legislation, legal opinions, contracts, and agreements.
  • Held the position of Head of the Technical Office at the Ministry of Justice and Legal Affairs.
  • Served as Director of the Legal Opinions Department at the Ministry of Justice and Legal Affairs.
  • Represented the Sultanate as an expert in reviewing the implementation of the United Nations Convention against Corruption from 2014 to May 2021.
  • Worked as a Legal Advisor for the National Program for Enhancing Economic Diversification (“Tanfeedh”) and several task forces stemming from it.
  • Member of the drafting team for Oman Vision 2040.
  • Member of local governance initiatives, including the Governors and Walis Development Initiative.
  • Contributed as a consultant in preparing, presenting, and implementing aspects of the Local Governance Initiative / Governors and Walis Program in collaboration with the Royal Academy of Management.
  • Licensed to practice law as a Senior Lawyer on 10/9/2021.
  • Served as a seconded advisor to the Telecommunications Regulatory Authority for several years.
  • Legal Advisor for the National Program for Sustainability and Financial Sector Development from 2022 to January 2024.
  • Provided legal consultancy to the Public Authority for Social Insurance and the Social Protection Fund during 2022–2023.
  • Founder and owner of Ahmed Bani Oraba Advocacy and Legal Consultancy.

With over 23 years of professional experience in legislation, legal opinions, contracts, international agreements, and legal training, he has undertaken the following key responsibilities:

1. Drafting and reviewing Royal Decrees, laws, regulations, and legislative decisions prepared by state administrative units and other public entities before their issuance and publication in the Official Gazette.

2. Providing legal opinions on the application of Royal Decrees, laws, regulations, and decisions.

3. Advising on the implementation of international agreements and contracts concluded by state administrative units and public entities.

4. Drafting and reviewing international agreements and memorandums of understanding that Oman or its administrative units intend to sign, and providing legal opinions on accession requests to existing agreements.

5. Reviewing government contracts and their associated change orders.

6. Developing the legislative framework for various government sectors, including postal services, archives, transportation, telecommunications, electricity, water, sanitation, handicrafts, civil aviation, labor and public service, securities, public services, retirement and social protection systems, investment, and local governance, ensuring the effective governance of these sectors.

7. Preparing explanatory memoranda for laws, official letters, reports, and coordinating with relevant authorities until issuance.

8. Supervising the Technical Office at the Ministry of Justice and Legal Affairs, which publishes the annual book “Legal Principles in Legal Affairs Opinions.”

9. Contributing to the development of the legislative process in Oman and improving the work system within the Ministry of Justice and Legal Affairs.

10. Serving as a legal advisor for the pension fund restructuring and unification project under the National Program for Sustainability and Financial Sector Development, playing a key role in drafting the Social Protection Law, its executive regulations, and the regulations for both the Social Protection Fund and the Military & Security Retirement Fund.

11. Participating in the development of the National Urban Development Strategy, the National Spatial Strategy, and the Supreme Judicial Council’s Strategic Plan.

12. Member of the team responsible for aligning legislation with Oman Vision 2040.

13. Contributing to the development of governance and institutional performance priorities under Oman Vision 2040.

14. Member of the Legislative, Oversight, and Judiciary Priority Team within Oman Vision 2040.

15. Specializing in legal studies for proposed projects and recommending appropriate legal solutions.

16. Participating in the State Policy Guidelines Program (October 2019) at the Omani Diplomatic Institute.

17. Representing Oman in various official missions, international and regional conferences, scientific symposiums, training programs, and legal research activities.

18. Engaging in numerous seminars, conferences, forums, workshops, and committees both locally and internationally.

19. Delivering numerous training courses for employees, law students, and various societal groups in general legal fields, particularly:

• Legislative drafting and contract formulation

20. In 2024, he developed the legal framework and policies for net-zero neutrality and energy efficiency in collaboration with the assigned technical team.

21. Member of the team preparing the first operational strategic plan for the Supreme Judicial Council (2024–2030) in alignment with Oman Vision 2040.

22. Member of the Executive Committee responsible for drafting the 11th Five-Year Plan and Head of the Legislative, Judiciary, and Oversight Priority Team.
