PhD. Economist; investment and entrepreneurship expert at the Egyptian Investment Authority He headed the Bedaya Centre for Entrepreneurship and SMEs Development at GAFI from 2015 to 2017.
Dr. El Biesi is currently the head of policies and strategies at the Innovation Support (ISF) Fund / the Egyptian Ministry of Higher Education and Scientific Research.
He was a member of the National Permanent Committee for Evaluation of Innovative Ideas and the Specialized National Scientific Council for Economics and Management at the Egyptian Academy of Scientific Research (ASRT) from 2018 to 2021.
Also, he is the lead advisor at the Entrepreneurship center of the Arab Academy for Science and Technology (AASTEC).
He obtained his PhD degree in Banking and finance from school of economics, university of Rome “Tor Vergata”, Italy and received the master’s degree in International Business and Public Policy from Catania university, Italy. He also obtained an Entrepreneurship Diploma from venice International University / Università Cattolica del Sacro Cuore Di Milano- ALTIS - 2007, Italy.
Furthermore, he was a visiting scholar at Concordia University (Montréal - Canada). Dr. El Biesi lectured at various Egyptian and Saudi universities as well and wrote many articles in economics; and entrepreneurship.
